The Number Portability Administration Center (NPAC) is the registry that enables consumers and businesses in the U.S. and Canada to maintain their telephone numbers when they change service providers.

Administered by Neustar since its inception in 1997, the NPAC is an authoritative, trusted and neutral registry that operates with 99.999% availability.

The Dimensions of Reliability: NPAC Facts

  • It’s the largest Local Number Portability registry in the world, serving more than 2,000 telecom carriers in the U.S. and Canada with 99.999% availability;
  • It facilitates the routing of more than 4 billion calls and enables more than 1 million transactions every day;
  • It executes over half a billion registry updates a year to more than 600 million registered phone numbers;
  • It supports freedom of choice for hundreds of millions of consumers and businesses, and for all the carriers that serve them.

Increase Revenues by Enabling IP-Related Services

The NPAC now includes three new IP-related Uniform Resource Identifier (URI) fields, providing an authoritative registry to enable carriers to expand their offerings and revenues with a broad set of next-generation IP-based services.

Additional FCC Contracts

In addition to serving as the NPAC Administrator, Neustar serves as the North American Numbering Plan Administrator (NANPA) and the National Pooling Administrator (NPA) pursuant to two separate contracts with the FCC.

Under the NANPA contract, we administer the assignment and implementation of new area codes in North America, and the allocation of central office codes (which are the prefixes following the area codes) to telecommunications service providers in the U.S.

Under the PA contract, we assign and administer pooled thousands-blocks of telephone numbers in the U.S. in a manner designed to conserve telephone number resources.
