To establish an online lead generation awards program that reflected the opinions of the industry, LeadsCouncil based the LEADER awards on votes by lead buyers, lead sellers and service providers within the industry.  Each organization was allowed two votes. Lead buyers were able to vote for their best lead generation and lead technology partners. Lead sellers were allowed to vote for their best lead technology partners.
