Neustar manages the NPAC database, which enables telephone consumers in the United States and Canada to keep their numbers when switching carriers. Neustar also implements the administration of the allocation of pooled blocks of unassigned telephone numbers. Carriers in the United States and Canada also use the NPAC to centrally process changes to essential network elements that are used to route telephone calls.

Service Order Administration

Neustar Service Order Administration (SOA) interfaces with the NPAC to allow service providers to complete number porting requests, whether they are wireless, wireline, or wireline-to-wireless (intermodal) requests. When using SOA within Neustar's clearinghouse, service providers realize the benefits of an end-to-end porting process - from Local Service Request (LSR) for wireline number porting and Inter-Carrier Communications Process (ICP) for wireless number porting requests - integrated with SOA. This saves keystrokes and unnecessary "swivel-chair" scenarios.
