Overview

The VoIP E9-1-1 Solution Summit, co-hosted by VON Coalition and NENA (National Emergency Number Association) will focus on the various aspects of FCC 05-116, First Report and Order and Notice of Proposed Rulemaking.

Primarily intended for VoIP providers and vendors, this summit will be highly interactive. Questions and attendee input are strongly encouraged throughout the day's sessions.

By day's end, attendees will have received considerable guidance and advice. Our organizations will have identified a number of issues needing additional attention. We will have determined where the industry and 9-1-1 entities should be working together to move forward.

The FCC First Report and Order and Notice of Proposed Rulemaking covers several key 9-1-1 and VoIP issues. Throughout its 90 pages, including the document's footnotes, various requirements and recommendations are detailed, along with establishing multiple deadlines. This interactive session encourages questions and input from attendees. What is required, what options are there, what exceptions are there, what remains to be determined-all and more will be addressed. In addition to receiving guidance and clarifications, this is an excellent opportunity for attendees to provide panel participants with their own input and advice.

10:25 a.m. Interconnection Panel (confirmed are BellSouth, Qwest, SBC and Verizon), moderator Michelle Carey, FCC

FCC 05-116 states "...calls must be routed through the use of ANI and, if necessary, pseudo-ANI, via the dedicated Wireline E911 Network, and the Registered Location must be available from or through the ALI Database." This panel will include representatives from the major 9-1-1 system service providers responsible for much of that "dedicated Wireline E911 Network" and "ALI Database." Panel members will provide interconnection guidance and other advice regarding what needs to be done.
11:40 a.m. Legislative Panel (Mike Sozan, Legislative Assistant, Senator Bill Nelson and Ray Fitzgerald Legislative Director for Congressman John Shimkus.), moderator Patrick Halley, NENA.

Senator Nelson and Congressman Shimkus are E9-1-1 leaders on the hill and have proposed HR 2418 and S 1063 - the IP-Enabled Voice Communications and Public Safety Act of 2005. The legislation provides the FCC with additional authority to accelerate solutions for VoIP E9-1-1. They will discuss what the legislation does, why they believe it is necessary, and the prognosis for progress.

1:00 p.m. Vendor Panel (Jim Shepard, HBF; Ray Paddock, Intrado; Ron Vidal, Level3 and Dick Dickinson, TCS), moderator Rick Jones, NENA

A number of vendors are advising VoIP providers that their 9-1-1 solutions (either potential or existing) meet FCC mandate. This panel includes representatives from four that are. High level overviews of their solutions, their limitations, and their ongoing development will be provided. They will cover what VoIP providers both need to know and what they will need to do to meet FCC requirements.

Lessons learned is a key value of this panel. What have these companies learned regarding 9-1-1 and E9-1-1, what tips can they offer others in the industry, where do they believe the industry should be working together, what issues remain unresolved, what are their impressions of the various deadlines.
4:00 p.m. Open session, moderated by Jim Kohlenberger

What is important and has not yet been addressed earlier in the four panels? What are recommended paths forward for the various organizations involved, including suggestions for working together to help VoIP providers meet the various deadlines? This session will also provide a quick overview of action items identified in earlier sessions, setting timelines for resolving open issues and identifying structures for proceeding forward.
